Samuel Herd - appointment falls short of Governing Body?

A former black Circuit Overseer, Samuel Herd, was appointed to serve on the Watchtower's new "helpers of the Governing Body" as part of a new arrangement to replace the leadership of the Watchtower's Governing Body, most of whom are too old to run an organization of over 5 million members. Watchers of the Watchtower organization will note that for years the Governing Body has endured criticism that they have no minroity representation on their governing board. Rather than choose from among many "anointed" black men who have served faithfully for years in the organization to replace ailing members or accompany them, Mr. Heard is designated as a "helper."
